The character in this song has had a nightmare of sorts which has dampened his day & mood and he is returning to a familiar but dark place in his mind , where he has been before.

(Kind off like every sad news story today) People are glorifying the propaganda with fake and false facts and pretenses and no one dared to question why .

That there is an true light. He also gives a call to stop the silence by not being complicit in everything that has been handed over by the neon god (false propaganda) but the call fell in a well of silence there by echoing the depths and reaching the high places of power. Who respond in a Herculean way, stating that the words\promises\hope will never see the light of day, they will die and rot just like all of us.
There are 2 ways to look at this song to understand the meaning. 1. Living under an oppressive regime where everything served to you is fabricated, false and censored.(Sort of like the current times.) 2. Lack of communication between humans.

Here I think the person is talking about the real her,which according to the lyrics is dead inside.
She refers that her true self is underground and to the outside world she is just doing the things to get past each day. She longs for some person and knows that particular person can push the necessary buttons to bring her up from down under.
At the same time, she is tired of waiting and wants this misery to end soon. She wants the part of her which is still stuck with the other person to be decimated so that she can come out of the underground and live again.
Trivia: The tune in the first minute of the song is different from the rest. All the tempo changes were recorded in one shot.
Interpretation:
The person singing the song here is trying to pick up a person at a bar \ somewhere.
Saying that if the other person is lonely and looking for company he\she is up for it.
However he\she wants the other person to make the first move, he\she is scared that the other person may shoot him\her down. There is also a slight hint in few lines where the singer is scared of the butterfly effect "If I move this could die\If my eyes move this could die" Or that he\she is afraid that if they made the first move, they would mess up the possible connection. So he\she wants the other person to take the shot.

The video depicts a different meaning
It shows many scenes from a factory where animatronics are made, a lil experimentation is in progress. They have not yet made any complete being, but are very cautious that whatever they are creating is very delicate. The lyrics "You say - I dont know, I say- you dont know, I say- take me out " when mixed with these scenes tries to tell us that they are tired of trying the unknown or reached the peak of their efforts and it is not heading anywhere.

The song shows the various stages of a person falling in love. At first the couple make small talk and then as time goes by they discover some secrets about their ex's but still confirm to liking each other more than anything. Even as time passes and as they grow older and wiser they stil the likeness \ fondness for each other has not reduced. Although the initial intention was just a casual fling, they still Bohemian like each other, just like in the below movie.
